No. UN/BN/AIPEU-Gr.-C/04-09/2011,                                                             Dated 11th September, 2011

Sub:-   Grant of Special Casual Leave / Flood Advance / Assistant  to the current flood affected employees of Bhubaneswar Division.

Sir,
This is to bring your kind notice that the rural areas under Bhubaneswar Postal Division have been seriously affected by the current flood situation since  almost all rivers passing through Pipli, Nimapara, Gop, Astaranga area are in spate with the water level crossing the red mark at many places.

There are reports of inundation of the road to Konark  due to a breach in river Bhargavi in Puri district. There is also a breach near Kusupur in Kushabhadra river. The sub urban area of Gop is submerged with flood water including the post office building.  Similar is the situation from Pipli to Nimapara, Pipli to Jatani, Balakati to Nimapara and  Rench to Balanga. The mail van carrying mails of such areas to Bhubaneswar GPO could not come on Saturday.  It is apprehended that   situation may be  critical as excess water from the  rivers will not be released into the sea easily due to the full moon on Monday. Hence the flood  will affect more areas and our postal officials residing   in such flood affected areas  may not attend offices for few days from Monday onwards.

As such, this union would like to request the SSPOs to consider,

a.     To issue a circular to all concerned guiding all those officials who will not be able to attend office on genuine ground of flood to apply for special casual leave to regularize their absence.
b.     To appraise the Chief PMG, Odisha Circle for providing necessary assistance from the Circle Welfare Fund to the flood victims of Bhubaneswar Division.
c.     To arrange for providing immediate relief to the flood victims of Bhubaneswar Division , possible if any within the competency of the Divisional administration  taking the assistance of all the employees  to raise some funds for the purpose locally.

By doing this, we can be able to share their sorrow and grief to a large extent.

This is in continuation of the  telephonic discussion with the SSPOs at about 21.45 hours today.

With regards.
Yours faithfully,

 B. Samal
Divisional Secretary
