You might have received the Directorate’s circular containing revision of tariff / postage rates for International EMS (International Speed Post) which was required to be implemented with effect from 15.01.2011. The Directorate letter No.43-0/08-DA, dated 03.01.2011 was circulated by C O vide letter No.BD/4-10/2010, dated 12.01.2011.Though we are unaware about the date of receipt by concerned Divisional heads, it is clear that SSPOS, Bhubaneswar has dispatched it to all S Os only on 31.01.2011 vide Divisional Office letter No.BD/1-4/09, dated 19.01.2011 ( signed by the SSPOs on 28.01.2011)
Though the order was required to be implemented with effect from 15.01.2011, it was received at the grass root level only on / after 01.02.2011.
A period of 15 days has since been elapsed. In the mean time the counter P As, being unaware of the revised tariff might have book many speed post articles in the old rates. There is every possibility that such articles may be retuned by the Foreign Post with remark of postage due.
Similar was the situation when the Registration charge on foreign articles was revised to Rs.50/-. We have received so many cases and our members have enquired regarding the date from which the revised fee was effected.
We are very sorry to state that such important circulars are not being dispatched to the S Os well in time and thus the innocent staff members are unnecessarily criticized and humiliated by the customers for ignorance of tariff revision.
Further, necessary modification in Meghdoot Software is being carried out by PTC, Mysore which is yet to be communicated.
