Counting of ad-hoc services rendered by Reserve Trained Pool (RTP) PAs/SAs for promotion – Case of Bhubaneswar Division


Dear Comrades,
In the light of instructions contained in Directorate’s letter No. No.44-1/2011-SPB-II, dated 13.01.2011, we wrote to Divisional administration for supplying correct information to C O for onward transmission to the Directorate for counting of ad-hoc services rendered by Reserve Trained Pool (RTP) P As for promotion in Bhubaneswar Division.

Sub:-  Counting of ad-hoc services rendered by Reserve Trained Pool (RTP) PAs/SAs for promotion – Case of  Bhubaneswar Division
Sir,
This has a reference to Directorate’s letter No. No.44-1/2011-SPB-II, dated 13.01.2011 asking the following information on the above subject.

(a)               No. of officials retained by the Circle under RTP scheme and the after appointed as PA/SA on ad-hoc basis.
(b)               No. of such ad-hoc officials who were thereafter appointed as PA/SA on regular basis and (i) retained in the Circles as such and (ii) deputed in APS.
(c)        Whether any of such PA/SA appointed after rendering ad-hoc service and regularized and retained in the Circle itself has approached Hon’ble CAT for regularization of their ad-hoc service?
(d)       If so, number of such PA/SA regularized may be intimated and
(e)       Copies of the Court’s orders, CO order implementing these court orders along with letter number of Directorate under which approval has been obtained by the Circle for implementation of the Court’s orders may be furnished to the Directorate.

In this context, it is requested to refer to Divisional Office letter No. B. 5 – 1 / 93, dated 23.12.1993 ( copy attached ) where in the claim for fixation of seniority of the following RTP officials of Bhubaneswar Division were not acceded to in the light of CAT, Ernakulam Bench O A No. 1784 / 92.

1.    Ajaya Kumar Mishra, O A, Divisional Office
2.    Susant Kumar Kar, O A, Divisional Office
3.    B N Sarangi, Accountant, Bhubaneswar GPO
4.    Bruhaspati Samal, P A, Bhubaneswar GPO and
5.    Ullash Ch. Sethi, O A, Postal Printing Press

But, in the light of the instructions contained in the Directorate letter referred to above, the matter will now be different.

Thus, under the facts and circumstances, it is requested to kindly verify the records of the Division Office properly and submit suitable reply to the Circle Office in respect of Bhubaneswar Division for onward transmission to the Directorate in view of probable regularization of  RTP period in favour of the above officials of Bhubaneswar Division..
